NEW AN-124-100 FOR 'POLET AIRLINES'
June,18 was a happy day for CSC 'Aviastar-SP' personnel, an
important event in the enterprise history,- a new An-124-100 was delivered to 'Polet
Airlines'.
The
airliner had been laid 1n 1990s, and during the last years it had successfully
been built despite lots of problems. A grand ceremony of the aircraft delivery
under MSN 0802 took place on the territory of flight-test complex. 'Polet
Airlines' managers and Moscow representatives of 'Vneshtorgbank' which financed
Ruslan's building, took place in the ceremony. Among Ulyanovsk' authorities
there were Vladimir Shamanov, the Governor; Anatoly Vasiliev, deputy Mayor;
Vladimir Tikhonov, deputy Head Administration of Zavolzhsky Region. The priest
was also invited to the ceremony to consecrate the aircraft.

General Director, opened the ceremony.
'Russia without domestic "wings" is a
paradox of 21 century', marked Victor Mikhailov. 'This is An-124-100. It has
been created by thousands of people to counterbalance competitors who try to
penetrate into Russian aviation market. Unfortunately, they succeed, while there
are a lot of used foreign aircraft on the market. This year 12 Boeing-757-200
will be added. Despite deterioration values of foreign aircraft are 15% higher
than those of aircraft manufactured in Ulyaovsk. Ruslan's delivery to 'Polet
Airlines' is a joyful event not only for the aircraft producers in Ulyanovsk but
for the whole aviation industry in Russia. The aircraft is manufactured
according to all necessary requirements including international ones. I thank
the staff and everybody who took part in this airliner's building'
' I think, this wonderful aircraft will
serve in a fitting manner', noted Anatoly Karpov, Polet Airlines' General
Director. ' It provides a lot of job vacancies and taxes to the budget. Our
cooperation will continue in the future'.
Colonel V.V. Savin, Head of Military
Representative Office Ministry of Defense of Russia, wished nice landings, blue
skies and good salaries to 'Polet' staff. He hoped that the money the company
would earn while operating 'Ruslan' aircraft would come back to the enterprise
in the form of investments to build new aircraft.
On behalf of 'Vneshtorgbank' management,
V.L. Solntsev, Senior Vice-President, confirmed his wish of further cooperation.
'On behalf of the leading pecuniary
institution in the country I congratulate you on creating such a beautiful
aircraft', said Vladimir. ' Vneshtorgbank' has participated in the program of
building of already the third aircraft. In the first place, we congratulate the
aircraft builders who created this immense aircraft, then 'Polet Airlines' which
invests money at building good domestic aircraft. While Russia is able to build
such giants, it will have to be successful'.
B.I. Noginsky, First Deputy General
Director of 'Polet', handed Head of technical and flight service the documents
of the state registration of this aircraft which permits it to fly around the
world. Mr. Noginsky said that more than ten-year cooperation with Ulyanovsk
enterprise has resulted in the aircraft, it is the third serial airliner the
company received. Two aircraft were received after great modernization. That is
why our further cooperation must and will continue. Hard work should be done to
make the operated aircraft meet European and international requirements'.
The final and the most spectacular part of
the ceremony was the aircraft consecration by the priest.
PS: An-124-100 aircraft started to be
operated at once and it has already transported many important cargoes, ordered
by UNO. This proves high level of CSC 'Aviastar-SP'
specialists' qualification who produce airliners of high quality, ready to be
operated.
AIRCRAFT BUILDERS' SALARIES HAVE BEEN INCREASED
Victor
V. Mikhailov, CSC 'Aviastar-SP General Director signed the order about
regulation of the workers' salaries. It was the result of the detailed analysis
of salary motivation from 2001 till 2003 according to which more than ten
inducements regulations were in effect that period. As a result an inducement
was higher than a salary. Aircraft builders' salaries were increased 2,4 times
during two years and a half.
Today there is no need to use so many
inducement regulations and since July,1, 2004 all the inducements are included
into the fixed part of the salary. the most substantial inducements were
additional payment for gaining in yield, which was included in the salary and
20% from the bonus fund. Thus, according to the factory specialists' assessment
the salary structure will be regulated and an attractive level of its fixed part
(salaries and tariff rates) will be assured. Salary's decline is not to be
expected.
From now on the basic size of a premium is
20%. A new Bonus Regulation Draft has already been prepared. The requirements
which were in the basis of bonus charging are increasing. The cardinal changes
of this Regulation are the following: 50% will be charged for fulfillment of key
figures, determined for each enterprise division, 50% - for fulfillment of the
income plan (budget plan) determined for the factory. Moreover, requirements for
such parameters as line balance and completeness are becoming more strict.
On the initiative of CSC 'Aviastar-SP' trade union a memorable monument was established in the place where An-124-100 crew who tragically died in 1993, were buried. As a result of a tragedy which took place in the mountains in Iran 14 pilots, workers of 'Aviastar', died. On the monument the aircraft and the pilots' names are written. The monument was built due to voluntary contributions of 'Aviastar' workers.
SUCCESSFUL TESTS OF THE NEW AIRCRAFT
Tests of the new aircraft, made in CSC
'Aviastar-SP', are successfully conducted in Zhukovsky, located near Moscow. 32
flights have already been made, 23 of them are approval ones. The programme for
stability and controllability test is completely fulfilled. At present the test
under the large angle of attack programme is conducted. It consists of
approximately 20 flights. The aircraft is equipped with hundreds of different
sensors. All aircraft parameters are fixed, decoded and thoroughly analyzed. At
the same time CSC 'Aviastar-SP' is preparing for the third stage of the test in
the condition of performance and instrument equipment evaluation. This
will start after the fulfillment of modifications, the necessity of which will
be approved by the tests in Zhukovsky . The programme for the test conducting
was discussed at the conference, which took place at the plant on May 27. The
participants were Igor Shevchuk, President of JSC 'Tupolev', Lev
Lanovsky, Cheif Designer of Tu-204-300
aircraft, Alexander Rubtsov, General Director of 'Ilyuhin-Finance
Co' - the Customer of the aircraft, and main
specialists of these companies. It was also decided to modificate the airliner
according to the Seller's requirements to the passenger cabin. Thus, Tu-204-300
aircraft is sure to be submitted to the Seller on August as it was planned.
CSC 'AVIASTAR-SP' : "ORDERS TO BE OBTAINED"
Results of CSC 'Aviastar-SP' work in May were considered at the expanded
production meeting of directors of structural divisions. Production Director
Mr. I Aminov presented a report to the members of the meeting. He reported
that plan of volumes for commercial products of workers of basic production
has been done, in spite of some difficulties. Among them: May is a short month
with 2 public holidays and the working month is 4 days shorter. To realize
tasks of a strict intensive production schedule it was necessary to organize
work of specialists during days-off. As a result, parameters of day schedule
closing for An-124 'Ruslan' and other orders were increased greatly.
Percentage of efficiency of basic production reached 201.7% (+24,3% in
comparison with April). Average production output in a month came to 250,3%
normal hours.
The enterprise "coin-box" enlarged because
of non-aircraft production. Metallurgical products were released on 1 mln. 651
thousand rubles. Aircraft maintenance and repair center provided earnings at
10,5 mln. rubles. The Center opened new orders for 7 mln. 305 thousand rubles.
In May at the flight test station there
was ground optimization of system of a new 'Ruslan' aircraft for 'Polet
Airlines', there were 3 test flights, on 3 June the aircraft returned from the
painting shop. All the work on this aircraft are being implemented in
accordance with the approved schedule. Another An-124-100 was delivered to the
customer - 'Volga-Dnepr Airlines'.
Order portfolio forming for the enterprise
continued. With this aim some work has been done: meeting with 'Ural Airlines'
were hold, agreement of intent to purchase Tu-204-300 aircraft with 'Kavminvodyavia'
and 'Pulkovo' companies was signed, drafts of contracts on the same aircraft
with IFC was prepared.
Average salary in May - 4716 rubles. First
category workers wages - 7350 rubles.
It is very important for the personnel to
realize plan for June, because the second quarter and the first half of a year
come to an end. All the divisions got the tasks for month, which were called
by the Production director the most difficult. 'Ruslan' aircraft MSN 0802 for
'Polet Airlines' is to leave the plant late June. As for Tu-204 product the
work will be concentrated on 5 aircraft for domestic and foreign companies,
for each of the aircraft the production schedules are approved.
At the meeting Executive Director V.V. Savotchenko said very
important words to 'Aviastar-SP' workers, " the time has begun which we were
eager to have: we are obtaining orders for Tu-204 aircraft. Today Marketing
and Sales Department is deciding financial problems connected with signing of
contracts for 7 aircraft. In the near time the decision to convert 3 aircraft
(which are at the plant) into "short" version Tu-204-300. Today we are working
with research institutes on the question "Open skies" for 2 aircraft. We have
work experience with 'Pulkovo', 'Kavminvodyavia', 'Vladivostokavia',
'Ural Airlines', China. The time has come when our aircraft are being in
demand and as a result we should decide very complicated tasks'.
