22.09.2004 in Ulyanovsk, annual general meeting of shareholders of ZAO “Aviastar-SP” was held. At this meeting annual report of Aviastar-SP’s business activity for 2003 fiscal year has been approved. Auditor approved, there revision commission and Board of Directors has been elected.

Introduced on the agenda issue for approval of long- term concept on strategic development ZAO “Aviastar-SP “ will be discussed at next meeting of Board of Directors.

The State Award 2003 of the Russian Federation in the field of science and technology was presented by the decree of V.V. Putin, the President of the Russian Federation, for creating and putting into operation the series of passenger airplanes TU-204, dated 09.09.2004. V.V. Michailov, Director General, is among the laureates. It’s a great victory for the staff of the factory. In spite of all the difficulties of the last decade, the production of the up-to-date aircraft equipment is saved and being developed.

The State Award was also presented to the group of workers of OSC “Tupolev”: Oleg Yurievich Alasheev, the First Deputy Constructor General – Chief Constructor, Lev Aronovich Lanovski, Chief Constructor, Vladimir Akimovich Maksimov, Chairman of the “Technical Projects” Center, Igor Sergeevich Shevchuk, President - Constructor General, Vasili Viktorovich Babskin, Director General FSUАE “KavMinvodyavia”, Sergei Ivanovich Skomorokhov, Deputy Chief of CAGI department of N.E. Zhukovski.

Tu-204 is the 1st Russian passenger aircraft equipped with electric remote control system capable of landing automatically in different weather conditions. The principle of the “dark cockpit” allows to reduce physical and psychological load on the crew.

The 1-st flight of TU-204 built by CSC “Aviastar-SP” occurred in August, 1991. The 1-st series of TU-204 aircraft tests expired in December, 1994.

Tu-204 became the base model for a series of aircraft including TU-204-100 and –200 modifications with increased flight mass and PS-90A engines; Tu-204-120 and –220 with Rolls-Royce engines and home avionics; Tu-204-300 with a shortened fuselage.

27 TU-204 were built and put into operation on the factory. Nowadays CSC “Avastar-SP” is going to deliver Tu-204-300 under factory number 38 to be tested for the Air Company “Vladivostokavia”.

The seminar “Practice and Prospects of IP-technology appliance in manufacturing” was being held for 2 days in Ulyanovsk. It was organized by the Industry and Energetic Ministry of Russia, The Ministry of Education, the Authorities of the Ulyanovskaya Region, the Ulyanovsk State University and CSC “Aviastar-SP”. Representatives of more than 40 enterprises and organizations took part in the seminar. On the opening of the seminar Vladimir Shamanov, the Governor of the Ulyanovskaya Region, made his speech.

The Ulyanovsk Air Factory was inoccasionally selected to host such a serious forum. CSC “Aviastar-SP” has a great staff of computers, highly qualified specialists, modern technical equipment, experience in staff training.

Introduction of up-to-date computer technologies is being held on all stages of aircraft producing. The seminar caused a great interest. Valeri Savotchenko, Director Executive of CSC “Aviastar-SP” declared the Company to apply CALS-technologies systematically. The distinct output of their introduction was characterized by Vasili Vasilievich as “the increasing of the quality, reliability and competitiveness, which leads to profit and efficiency. Yuri Polyanskov, the USU Rector, described the CSC “Aviastar-SP” Administration policy to be perspective in spite of the cost of the project.

Being in Ulyanovsk on the invitation of the Youth Committee, the Delegacy of the China Youth Organizations Federation visited CSC “Aviastar-SP”.

The 1st place to be visited by the Chinese guests was the Final Adjusting Production Shop. The guests admired the airplanes being built. Afterwards they were invited to the History Museum of CSC “Aviastar-SP”, where having examined the exhibits they had a meeting with the Mass Media representatives at the Press Conference.

The Head of the Delegacy Erchenjang Tulahong, Deputy Chairman of the China Youth Federation, characterized the factory, “We were met kindly and shown the shops. Kindness is very important with people. I liked the city. It’s beautiful. And green trees... Environmental protection is not the least point here. The city has great potential capabilities.”

According to Erchenjang Tulahong, the problem of youth unemployment is the main question of China youth policy. The growth of the problem is especially seen with the graduators of educational establishments. “We are different, empathized the guest, but there is one common thing – we are fighting for better life of our children.”

Genadi Parkin, Assistant Director General of CSC “Aviastar-SP”, and Nina Erakhtina, Chairman of the Trade Union Committee, gifted the guests with souvenirs, so the Chinese guests left the territory of Aviastar-SP rather pleased.

At CSC “Aviastar-SP” within the framework of fulfilment of tasks of Concept of Strategic Development of the Factory, there was held the presentation of BUREAU VERITAS - Russian division of French BUREAU VERITAS, the headquarters of which is in Paris.

Mr. Sergey Nosikov, the company’s representative, presented the principles of forming of Management Quality System based on international ISO standards 9001: 2000 (general requirements) and AS 9100 (for airspace industry)to the management and leading specialists of the company.

At present most of the countries approve these standards and use their principles of forming General Management Systems of companies and increase the business efficiency.

These standards are widely used at large enterprises of Russia, including such aircraft factories as Siberian “Irkut”, “Sokol” in Nizhny Novgorod, KnAAPO (in Komsomolsk-on-Amur), “Aeroflot” and etc. They are successfully used in “Volga-Dnepr” airline company, PO “Mars”, at Ulyanovsk automobile plant…

Management Quality System at aircraft factory is the main condition that is set by potential customers. In this case, “Boeing”, “Airbus” and others .

The implementation of Management Quality System is under way at Aviastar –SP. In July some factory’s specialists were trained at Aviastar –SP. The training was organized by scientific-methodical centre “Norma”. Now standard documents are being prepared.

Expenses on implementation of the new program will cost several thousands dollars. However, according to Mikhail Ivanov, Main Specialist of Management Quality System at CSC “Aviastar-SP”, these expenses are entirely justified, because ISO 9001:2000 and AS 9100 standards enable to solve the matter of high quality products’ production. Solution of this task fully corresponds to the Aviastar’s main stream aimed at producing competitive aircraft.

Victor Mikhailov, Director General of CSC “Aviastar-SP”, came back from Moscow, where he took part in the meeting, concerning resumption of serial production An-120, in Russia Industry Federal Agency. The main subject was joint Russia-Ukraine production of upgraded An-124-100M with increased lifting capacity up to 150 tons, more powerful engine, made by JSC ‘Motor Sych’, the crew of 4 persons instead of 6, modern avionics, aimed to be used for commercial transportation. Boris Aleshin, Head of Industry Federal Agency and Valery Kazakov, the First Deputy Minister of Industry Policy in Ukraina, signed the decision about the production of 80 upgraded huge aircraft from 2006 till 2020. Aircraft are to be produced at CSC “Aviastar-SP”, which has the most powerful and modern industrial base in Russia. The factory in Ulyanovsk is to produce stabilizers. The first aircraft is to be delivered in 2006.

Victor Mikhailov informed that it was a real task but on condition of prompt and complete finance only. Taking into consideration that at present there are no analogues of ‘Ruslan’ aircraft in the world, the upgraded aircraft will raise home aircraft industry on higher level. To settle this question it is necessary to establish ANTC “Antonov” ’s branch in Russia and Director General of CSC “Aviastar-SP” suggested that it should be situated in Ulyanovsk. For Ulyanovsk aircraft producers, the production of upgraded ‘Ruslan’ aircraft and Tu-204 aircraft’s modifications will increase the possibility of unproductive expenses’ reimbursement and utilize production capacities considerably.

At the same time, during the conference Victor Mikhailov raised the question about An124 aircraft, which served out service life and are operated by Ministry of Defence. CSC “Aviastar-SP” ’s production capacities allow not only to prepare upgraded An-124-100M aircraft but to re-equip 10 aircraft of Military Transport Aviation with engines for their further delivery to operators on leasing conditions. Airliners will be operated by Ministry of Defence, and if necessary they will be used according to Ministry’s programs. As Victor Mikhailov said the economic efficiency of the suggestion would be great.

Our reference. The first An-124 ‘Ruslan’ aircraft made its first flight at Ulyanovsk Aviation Industrial Complex named after Ustinov (now CSC ‘Aviastar-SP’) in October 1985. Since that time 36 aircraft have been built in Ulyanovsk, 18 aircraft – in Ukraina.
